My Dear Lord,
—I saw the draft of the answer which the Company will make to the guarantee letter. It was satisfactory to me. Mr. Cox, the Commissioner, took away a copy of the guarantee letter, in order to expedite as much as possible the official consent of the Government, which is still page 253required before any announcement can be made of the change in the position of the Association.
