The $100,000 University Bill

The $100,000 University Bill.

The following is an official copy of the bill, certified to be correct by the Secretary of State:

An Act to appropriate money for the purpose of enlarging, repairing and furnishing the main edifice of the University building of the State of Missouri at Columbia.

Be it enacted by the General Assembly of the State of Missouri as follows:

Section 1.That for the purpose of enlarging the main edifice of the State University at Columbia, according to plans and specifications to be submitted to the Governor, Auditor and Attorney-General for their approval, and also for putting into complete repair said edifice, of heating the same with steam, in order to avoid all danger of fire in the future, and also of properly furnishing it, there is hereby appropriated, out of any money in the Treasury not otherwise appropriated, the sum of 8100,000 to meet the objects and purposes specified in this section: Provided, That no part of the money hereby appropriated shall be expended until the plans and specifications are approved, and the contracts awarded as required by section two of this act; and the plans, specifications and contracts, made in pursuance of this act, shall be made for the full completion of the enlargement, and for page 155 thorough and complete repair of the old building, and shall not, in the aggregate, exceed the amount hereby appropriated.
Sec. 2.Said money shall be expended under the direction of the board of Curators, or Executive Committee and President of said Institution, who may employ competent superintendence to overlook the work as it progresses; shall have full power to make contracts for the purchase of all material necessary, and for the enlargement, extension and full completion of said building, and also for the repairing of the old edifice in the most substantial and workman-like manner, with the lowest responsible bidder, who shall give sufficient bond to the State of Missouri for the faithful performance of the contract, notice having first been given in at least two newspapers in this State twenty days before closing said contract, and that sealed bids (accompanied by bond to the State of Missouri,), will be entertained by the Board of Curators during said twenty days: Provided, that before any contract or contracts shall be finally made for the enlargement and extension of said building, and for the repairs of the old edifice, the same shall first be submitted to and approved by the Governor, Auditor of State and Attorney-General, in writing.
Sec. 3.From time to time, as said work advances, said Curators or the Executive Committee thereof, and President of the University, are hereby fully authorized to make their written requisition upon the State Auditor to meet the aims and purposes mentioned in the first section of this act, and which, when approved in writing by the Governor, Auditor, Attorney-General, the State Auditor shall draw his warrant upon the State Treasurer to meet said requisitions, until all the work contemplated in this act shall be finished.
Sec. 4.A full report of the work done in the enlargement and extension of the main University edifice, and of the cost of the same shall be made by the Board of Curators and President of the University to the Governor of the State, and who shall communicate the same to the General Assembly at its next regular meeting.
