Between the New Year and the Tabernacle Festival, the Committee shall appoint from among the members two persons to act as Chosen Torah and Chosan Berishes, who shall thereupon be apprised in writing of their appointment; and the Secretary shall, at the same time, require an answer within three days; or should either or both parties refuse to act, the President and Treasurer shall officiate.
