4. This Ordinance shall come into operation upon the first day of

January 1871 and any person being the holder of a License lawfully issued previously to and subsisting at the time of the coming into operation of this Ordinance shall be entitled to have issued to him without payment of any fee a License under the provisions of the Ordinances specified in the Second Schedule hereto of the same description as nearly as may be as the License held by him at the time of the coming into operation of this Ordinance for the term unexpired of such License on the first day of January 1871.
