What shall be deemed a public carriage.

Every coach waggon van cart or other carriage or vehicle used employed or let out for the purpose of conveying passengers parcels and packages and every coach waggon van cart or other carriage or vehicle used employed or let out for the purpose of conveying only parcels packages and goods for hire to or from different parts in the Province of Otago shall be deemed and taken to be a common or public carriage within the meaning of this Ordinance.
