"Government House, Russell, "Bay of Islands,

"I commissioned Captain Symonds, of the British Army, and the following gentlemen of the Church Missionary Society, namely, the Rev. Mr. Henry Williams, Rev. Mr. Brown, Rev. Mr. Maunsell, and Rev. Mr. William Williams, to secure the adherence of the chiefs of their respective districts to the Treaty of Waitangi. For this purpose I furnished to each a signed copy of that treaty, with instructions, the copy of one of which I have the honour to transmit. The districts in which these gentlemen were requested to act comprise the whole of the Northern Island, with the exception of the northern extremity called Kaitaia, to which I despatched Mr. Shortland, the Acting Colonial Secretary, with a suite of two gentlemen of the Government, and the Rev. Mr. Taylor, of the Church Missionary Society, to secure the allegiance of the chiefs in that quarter, who are some of the page 3 most powerful in the Island; and I am happy to report to your Lordship that Mr. Short land succeeded to the fullest extent. * * * * At various periods subsequent to the sailing of the 'Herald,' I received from Captain Symonds, Mr. Maunsell, and lastly from the Eev. Messrs. Williams, reports of the entire success of their respective missions."
