Volume VIII. contains the proceedings of the sessions of 1874 and 1875, with a general index of the Journals from 1868 to 1875 inclusive, being Volumes VI., VII., and VIII. It is respectfully suggested that the proceedings of 1876, 1877, and 1878, with a proper index, will make a volume of suitable page 99 size, and should be published as Volume IX. I recommend that this subject be referred to the Committee on Finance.
