The complaint is general that Lodges of this degree are not meeting with the success that was hoped for when such bodies were authorized. Grand Secretaries advise of their inability to procure correct returns, and many abandon the task. The legislation authorizing Charters to be forfeited for failure to report has not been generally heeded, and Lodges though virtually defunct for years are still kept on the roll. With the exception of Maine, Massachusetts. New Hampshire, and Vermont, where anything is said on the subject it is asserted that there is no interest in the Lodges, and in many in-stances the project is pronounced a failure.
