At all General Meetings or Special Meetings, thirty members must be present before proceeding to business, but should there not be a quorum, the members present may, at the expiration of half-an-hour from the time appointed for assembling, adjourn the meeting for a period of not less than seven, nor more than fourteen, days, of which due notice shall be given.
