General Eligibility for Assistance

A Tertiary Study Grant may be awarded only to a person who is:

1.	a New Zealand citizen; or
2.	a person from a country overseas who is entitled to reside permanently in New Zealand and who signs a statutory declaration stating their intention to do so.

This does not represent any change in policy.
