House Regulations

(As approved by the Student Union Management Committee on February 20, 1962.)

1.The Student Union Management Committee may discipline any student, club or society, for misconduct where such misconduct takes place in, on, or in the precincts of the Students' Union Building, the Students' Union Gymnasium or the Tennis Courts or Pavilion. The Managing Secretary is authorised to exercise the disciplinary powers of the Committee.
2.The control and disciplinary powers over students in the Common Rooms, Library, Quiet Room, Committee Rooms, Kitchens, Club Storage Room, Activity Room, Executive Room, and the Students' Association Office has been delegated to the Executive of the Students' Association by the Management Committee. These areas are controlled by the House Committee of the Students' Association.

(a)Within the areas under the jurisdiction of the House Committee
(i)No alcoholic liquor shall be consumed without the prior consent of the Vice-Chancellor on the recommendation of the Managing Secretary.
(ii)No gambling shall be permitted.
(b)The House Committee shall immediately report any breach of this regulation to the Executive.
4.No smoking or eating shall be permitted in the Student Union Library.
5.The Executive Room shall not be used for any purposes other than the meetings of the Executive, the Executive sub-committees, the Blues Committee and Management Committee, unless approval has been granted by the President of the Students' Association.
6.The notice boards provided for use by students shall be under the control of the House Committee.
7.
(a)Applications for bookings of any rooms within the jurisdiction of the House Committee shall be made to the Chairman of the House Committee except in the case of non-University groups wishing to hire rooms where appplication shall be made to the Managing Secretary.
(b)The Chairman of the House Committee shall not be bound to confirm any bookings of rooms until three weeks before the date of the proposed bookings and may refuse to make any booking where less than 24 hours notice has been given or for any other adequate reason.
(c)Prior to 7 p.m. there shall be at least one common room available to all students during term time.
(d)Users of rooms may have to meet any excess costs due to the room not being vacated by 10 p.m. or a previously stipulated time.
8.
(a)The Quiet Room shall be administered by a Quiet Room Committee.
(b)The Quiet Room Committee shall be directly responsible to the House Committee.
(c)The following rules shall govern the use of the Quiet Room.
(1)The room shall be available to any student or group of students for the purposes of uninterrupted quiet thought, meditation and prayer.
(2)No loud discussion, reading of newspapers, university studies, playing of games, smoking or eating shall be permitted in the room.
(3)Religious services may be conducted in the Quiet Room with the prior approval of the Quiet Room Committee but this room shall not be exclusively used as a place of meeting for religious groups.
(4)Applications for bookings of the room shall be made to the Chairman of the House Committe.
(5)Any group of students may book the room for any period not exceeding one hour. The Quiet Room Committee may give approval for the room to be booked for a longer period.
(6)The Chairman of the Quiet Room Committee shall on each Monday post a notice listing all the bookings for the coming week on the notice board outside the room.
9.No furniture in the rooms under the control of the House Committee shall be removed by students without prior consent of the Chairman of the House Committee.
10.Any student who maliciously damages any furniture or fittings in the building shall be liable for the cost of any repairs and may be subjected to appropriate disciplinary action.
11.Under no circumstances shall an organisation using the Student Union facilities engage an outside caterer.
12.Any student or group of students who commits a breach of these regulations is liable to have his rights to use the rooms and facilities under the control of the Association suspended by the Executive.
13.Any other form of misconduct not mentioned in these regulations shall be dealt with under the powers of the Executive as stated in s 16 (vi) of the V.U.W.S.A. Constitution.
14.Members of the Executive or the House Committee shall be empowered to take whatever reasonable action that they consider necessary in the event of the breach of the regulations.
