Mr Moriarty moved that the following words be deleted from Section 6 (1) of the Constitution: "A fee of 1/6 shall also be paid by each student such fee to be a contribution to World University Service provided that any student may decline to pay such a fee if he or she so desire. ..."

According to the Registrar 1/6 would be collected regardless. If the student declines to pay, he must pay now—get back later. The compulsive element destroys the purpose of the original amendment. Moreover, Mr Moriarty produced evidence that in some cases at least the funds are not used to best advantage.

Miss Clark strongly objected to "bureaucratic charity."
