I.—Certificates of Native Title.

1.	Governor in Council empowered to issue Certificates of Native Title to Tribes, &c.
2.	Title to be reported on before issue of Certificate.
3.	Lands in Certificate to be surveyed.
4.	On change in Ownership new Certificate may be issued.
5.	Certificates may fix the succession to lands.
6.	Certificates to be registered.
7.	Questions of Native Title to be determined as the Governor in Council shall direct.
8.	Declaration that Colonial Courts have no cognisance of questions of Native Title.

II—Crown Grants to Natives.

9.	Governor in Council empowered to issue Crown Grants, and to create Entails for the benefit of individual Natives.
10.	Estates created by Grants may be rendered inalienable.
11.	Ten shillings per acre to be paid into Treasury on alienation to Europeans where permitted.
12.	Limit of quantity to be granted annually.
13.	Appropriation of Fund.
14.	Penalty on illegal occupation by Europeans.
