"That a humble Address be presented to the Queen, praying that Her Majesty will be graciously pleased to appoint a Commission to enquire into the state of her Majesty's possessions in North America, the West Indies, South Africa, the Mauritius, Ceylon, New South Wales, Tasmania, South and West Australia, and New Zealand, with the view of removing the causes of colonial adversity and complaint, diminishing the cost of colonial government, and giving free scope to individual enterprise in the business of colonizing.
