The following telegram has been received from the Secretary of State for Dominion Affairs:

It may be as well to defer the decision upon this matter until General Freyberg has seen General Brooke,2 but in the meantime I would be glad to have any comments he wishes to make.

1 The External Affairs Act, 1943, was passed on 11 Jun 1943. The Act made provision for the administration under the Minister of External Affairs of the external and foreign affairs of the Dominion, including relations with other countries, communications between the Government of New Zealand and other governments, and the representation of New Zealand in other countries and of other countries in the Dominion. The Prime Minister (Mr. Fraser) held this portfolio.

2 General Freyberg had left by air for Australia on the morning of 10 Jul on his way back to the Middle East via the United States and United Kingdom, where he was to have discussions with General Brooke, Chief of the Imperial General Staff.
