Colonial Secretary's Office, Auckland, 28th October, 1854.I have the honour to inform you that His Excellency the Officer Administering the Government considers that for the future the Government should resist the occupation of Native lands by Europeans before the Native title has been extinguished; otherwise endless disputes and differences, besides great losses of property, will be the result, and the general progress of the colony materially checked.
