The Managers have the honour to report that, in accordance with the resolutions of both Houses of the Legislature, a case was prepared and agreed to by the respective Managers for the opinion of the Law Officers of the Crown in England, a copy of which case is appended to this report.

Appended to the case are stated at full length reasons in support of the views urged by the Legislative Council.

From causes to which the Managers do not think it necessary to advert more particularly, a delay, for which the Managers do not consider themselves page 73 in any degree responsible, took place in the transmission of the case to England; it was, however, forwarded in a despatch from His Excellency the Governor to the Secretary of State on the 30th March last, but, so far as they are aware, no answer has yet been received to such despatch.
