"These marriages were formerly permitted only by dispensation; but by a law of 1882, for the Evangelical Lutheran Church of Russia, they are perfectly free to parties contracting them. Such marriages are indeed frequent, particularly among the rural population, where members of families are more thrown together. It is more than mere supposition that such marriages are happy ones.
