1. | To secure the permanent unity of the Empire by Federation. |
2. | To influence public opinion by showing the advantages which will accrue to the whole Empire by Federation, and to form a Society of men of all parties for that purpose. |
3. | In giving" effect to these objects the following principles will be observed :—
A. | No scheme of Federation shall interfere with the existing rights of Local Parliaments as regards local affairs. |
B. | Any scheme of Imperial Federation should combine on an equitable basis the resources of the Empire for the maintenance of common interests, and adequately provide for an organised defence of common rights. |
