James Carroll is a half-caste, and was born at Wairoa, between Napier and Gisborne, in 1857. He is therefore 38 years of age. His father was a trader, and his mother belonged to an influential if not very numerous tribe. By the Nativ[unclear: es] is known as Timi Kara, the usual form of translating a European name into the vernacular. He is possessed of considerable ability, has read largely, and [unclear: is] polished speaker. He holds the war medal for acts of bravery in connection with fee chase after Te Kooti subsequent to the Poverty Bay massacre. Was educated at a Maori school, subsequently entered the Native Office; was interpreter to the Native Land Court, and in 1879 was interpreter to the House of Representatives. Later. stood for the Eastern Maori District and was returned. When Mr. Ballance was returned to power in 1890 he took Mr. Carroll into the Ministry, without portfolio, as a special representative of the Native race. At the election of 1893, be retired from the Maori electorate and stood for the Waiapu electorate (including Gisborne, where he lives). He was returned after a sharp contest with Mr. DeLautour, a former member of the House.
