Such is a brief outline of the scheme I propose to introduce. There are, of course, many details to fill in, but they need not be mentioned here. Its manifold advantages in promoting the page 45 settlement of land, and the development of trade and commerce have never been disputed. The railway officials have contented themselves with the simple assertion that what I propose is impossible of accomplishment. This was only to be expected. They cling tenaciously to the great power that the present complicated and secret system gives them. It is one of the last things that they will part with willingly.
