In reply to your circular of 15th April, requesting an expression of opinion as to the Management of our Railways, I beg to state that in my opinion it would be detrimental to the page 15 best interests of the Colony to have the Railways placed again under political control. At the same time I am not prepared to say that the present management is all that it might be. still I am of opinion that the Railways should never again be placed under political influence in any way, but should be managed by a non-political hoard, responsible only to Parliament.
