"Reverend Sir,—
Availing myself of your kind offer, and fully authorized thereto by Her Majesty's instructions conveyed to me by her Principal Secetary of State, I hereby authorise you to treat with the principal Native chiefs in the southern parts of these Islands for their adherance to the Treaty which was executed at Waitangi on the 6th February, 1840. I have the honor to enclose a copy of page vii the Treaty, which I have signed, and to request you will obtin the signatures thereto of such high chiefs as may be willing to accede to its conditions, first explaining to them its principle and object, which they must clearly understand Wore you permit them to sign.
