3. In addition to the persons specified in the "Licensing Ordinances Amendment Ordinance 1870" as entitled to object to the renewal of a license any owner or occupier of property in the neighborhood of a licensed house or premises may also object to the renewal of the license by giving notice to the Provincial Treasurer and to the applicant before the first Tuesday of December in any year in like manner as before provided.
