Fines &c. incurred, under the repealed Ordinance to be recovered nevertheless.

4. All fines and forfeitures incurred under the said "Licensing Ordinance 1864" may be sued for and recovered under the said Ordinance notwithstanding the repeal thereof and all legal proceedings commenced under the said Ordinance may be completed thereunder notwithstanding the repeal thereof.
