But we feel convinced that many a serious abuse and gross job has screened itself from Parliament under such votes of secret carte blanche |

The Fees payable at the Metropolitan Police Courts are paid by means of Inland Revenue Stamps; in the year ended 30th September, 1884, the Commissioners of Inland Revenue received, from the sale of these stamps, £6,872 4s. 6d. The Fees payable at the Chatham and Sheerness Courts are accounted for as Cash Extra Receipts.
