"I Believe that the present method of allocating club grants is unfair to clubs and leads to breaches of the Constitution and although my proposal to have the matter fully investigated was narrowly defeated by the Executive last October I feel that I do not speak without authority as I have for the past two years been a member of the Finance Committee.

I now propose:—
1—An immediate investigation into Club needs, particularly in regard to sporting equipment.
2—A revision and codification of the principles on which grants are made.
3—The adoption of an alternative method of allocation consequent upon the findings of the investigation committee.

If re-elected my undertaking is that these things shall be done.

Frank is a member of the outgoing Exec. having been Secretary for the past two years; was a member of Finance and Publications Committees, convenor African Students' Appeal and headquarters controller Easter Tournament. Twice elected Treasurer Table Tennis Club and Secretary-Treasurer Law Faculty Club (both 1951-52). President of the Debating Society, having been secretary 1950. Winner Plunket Medal and Union Prize; V.U.C. rep. at Joynt Scroll. Co-author Extravaganza 1950. staff "Cappicade" 1951. Travel and Exchange Officer, N.Z.U.S.A.. 1949-50. Plays Table Tennis and Cricket.
