During March the Governor-General, in a speech made at a Rotary Club dinner in New Zealand, warned his hearers to be prepared for criticism from certain quarters concerning the Samoan Administration, and also informed his listeners that "before. the New Zealand occupation the traders made the natives drunk, bought their copra for £8 per ton, and sold it for £20 per ton, and the Samoans at that time died off like flies."page 226
During the month of April, clearly a time of crisis, General Richardson was absent from the mandated territory, serving on a Commission in the New Hebrides.
