No. 245, Sess. II.—Petition of Charles Jordan and 51 Others.

Petitioners pray that the Thermal Springs Districts Act may be repealed or modified, as it is a standing obstruction to the Rotorua District as a means of settling the country.

I am directed to report as follows: That it appears from the evidence of Mr. Eliott, the Under-Secretary of Lands, and also from the evidence of Aporo Tipitipi upon a similar petition, that some alteration in the Thermal Springs Act is necessary. It is admitted that it is inoperative as a means of settling the district, and has failed to attract population and has resulted in disappointment to the Native owners in consequence of their not receiving rents as anticipated. That this Committee page 11recommend the Government to consider the advisability of purchasing the Native interest, and to facilitate matters so as to enable settlers to obtain freeholds instead of leaseholds. That steps should be taken by the Government to inquire into the best mode of carrying out the prayer of the petitioners, and that the petition be referred to the Government for favourable consideration.
