Memorandum for the Hon. Native Ministre.

The approval of His Excellency the Governor is requisite to the appointment of the Hon. Henry J. Tancred to act on behalf of the Governor, with power to give or withhold assent to the leasing or other disposal of their lands by the Natives at Kaiapoi, in accordance with a clause in the Crown grants, which provides "That no disposition of the land included in this grant, by way of sale, lease, mortgage, or otherwise, be made without the consent, in writing, endorsed, thereon, of the Governor, or by some person, duly authorised by him, on his behalf."
