The information given by Mr. Cutten does not enable me to see either what the reserve he alludes to actually is, or the Ordinance under which the rate is imposed.

The Dunedin Roads and Streets Ordinance, 1855, sec. 20, states exceptions to assessment which may perhaps cover the reserve in question. I suspect it is a Native Reserve. Mr. Cutten should be requested to furnish further information, and meantime to refuse payment of the rate.
