"What is needed for the Government of the New Zealanders is neither Terrorism nor Sentimentalism, but simple Justice.

The Government may be chargeable with weakness and temporising. The existence of British law has been practically a fiction, except in the immediate neighbourhood of the English settlements. But it yet remains to be shown that any act of injustice has ever been committed against the Maori race by any Governor or Government of New Zealand since the establishment of Her Majesty's sovereignty.
