Outside the biggest wooden building in the world a small deputation has called upon the Leader elect—Phil Andrews—to go and rescue Walter from the clutches of the Russians. Phil comes to the conclusion that the only way to effect such a rescue is to declare war on the Soviet. This is done, and a vast contingent of 10 (the remainder of the armed services being engaged on ceremonial duties) leave immediatly.
